I think they randomly review account.
I have kept the funds in the app for over a week and tried to withdraw $10 to test the withdraw feature, which triggered the review.
Should I not switch card to load, I believe the result might be different.
IMO, Skrill is a highly ymmv app. Some people have bad luck with it - they either have their accounts shut down or fail the review process and thus a foreclosure of their account; others have luck with it, can load and withdraw with no problems at all.
