Zhenyi QI and Thuan LE are former employees of a Bank of America (“BofA”) branch in this district. BofA is a federally-insured financial institution within the meaning of federal law. Between July 9, 2019 and July 24, 2020, QI and LE used their positions as personal bankers at BofA to fraudulently open more than 400 BofA bank accounts. Specifically, QI and LE used copies of real and fraudulent Chinese passports to open BofA accounts while the purported-accountholders were not physically present at the time of the account opening, which was a violation of both federal regulations and BofA policy.
