估计很难有进展，因为国会立法时往往不会单独就H1B本身通过一个法案，而是把所有移民类别放到一个法案里表决通过。这也就会导致即使民主共和两党在一部分问题上能达成一致，也有可能因为其他方面的分歧而使法案流产。

估计真要改的话就会像你说的那样，问题是现在国会忙得很呢，税收、社保、国防都是老大难问题，还有一大堆其他签证类别要考虑，等有空关注工作签证的时候不知道是猴年马月了
