耶鲁大学推测，final rule出台估计就在接下来几个月，可能会和春假时间撞上。
If you are a student or scholar in F-1 or J-1 status, please note that a DHS (Department of Homeland Security) proposed rule that would replace “duration of status” with a fixed admission period is still under review since the public comment deadline of September 29, 2025. While this rule is not yet finalized, it may move forward in the coming months, which could coincide with spring break travel. We will share updates once the final rule is published.

最终还是落地了，唉
还没有吧，而且就算final rule出来后也不是立即生效。说老实话我都有点后悔当初转day 1 cpt转得有点早了。

现在不落地，只是审核评论的时间长短问题，当时评论多就要审核时间长一点，按这届政府的德行，最终都不影响落地
可能只是这时候都在看春假旅游，所以需要强调春假非必要不出行。春假后就会把这段话改成暑假了

Breaking on F1 OPT & STEM OPT:
While the DHS response letter is dated January 9, 2026, it was just made public by Senator Eric Schmitt, who released the internal correspondence this week.
In that letter, DHS Sec. Kristi Noem confirms the administration is re-evaluating the scope and duration of OPT and whether it “appropriately serves U.S. labor market, tax, and national security interests.”
Although letter is dated Jan 9th, the letter was not made public until the senator released it.
She explicitly notes OPT exists by regulation (8 C.F.R. 214.2(f)(10)), not statute, meaning DHS has rulemaking authority to modify it.
The letter references a proposed rule in the Spring Unified Agenda (RIN 1653-AA97) to amend practical training regulations to:
— Protect U.S. workers from displacement
— Address fraud & national security concerns
— Enhance SEVP oversight
Translation: OPT, especially STEM OPT could face tighter restrictions or structural changes.
All eyes on the Spring Agenda and Federal Register. For foreign STEM students, this could be a pivotal moment.

想起来24年大选结果出来的时候，某些人高呼：懂王2.0 利好合法移民（只要有合法签证就算）

只要砍的都是竞争对手，砍不到自己头上，那确实是利好。提高一分，干掉千人 
不过到目前为止应该还没有合法签证持有者没被砍到吧，说实话那个h-1b weighted lottery当初都没想到那么快就出final rule了，相比proposed rule也没什么实质性改动，怎么这个取消D/S的就这么慢呢？
取消ds对科研/学费的影响太大了，比h1b那个高了几个数量级。

这倒不至于，day 1 cpt学校有的也是毕业后送opt的，opt没了大家日子都不会好过。
我曾经问过分别Gemini和Grok同样的问题，本届政府在出台可能会引发争议的政策时会怎么做，Gemini认为政府会为了在公众面前保持强硬形象而不做妥协，而Grok认为政府会选择灵活的姿态，愿意适当让步以换取政策不被法院叫停

这个有说时间线吗
h-1b weighted lottery收了多少评论？D/S这个政策当时很多人也是为了拖时间积极评论，不知道现在迟迟不公布的原因是评论过多，还是这个政策最后不会落地。
按照川普过往的作风，如果动stem opt大概率是砍掉stem extension的两年，然后opt第一年取消自雇，改成像stem opt一样有雇主和工资，对应“— Address fraud & national security concerns”，这也是川普上台之前传出来的口风。
另外，今年川普针对合法移民的政策基本上都是遵照project 2025，这里面对f1或者opt相关的有两点：
1.通过“监管（regulatory action）”去限制哪些类别的外国人可以拿到工作许可（employment authorization），落地上来说可能会是提高雇主门槛或者引入h1b一样的最低薪资
2.Project 2025 还写到要评估若干“国家安全脆弱”的签证项目，点名包括 F（学生）签证 和 J（交流访问）签证。我觉得如果落地，今后大概率会像加拿大的安调一样，不是现阶段即使check之后也会给一年签这么简单了，而是很大一部分F1都会掉进安调陷阱里。
取消D/S的那个有两万大几千的评论数，weighted lottery那个有一万多评论数，都不少了，但是现在有AI，如果执意要快速处理评论的话也不是做不到，先用AI总结归纳将评论分成几大类，然后AI生成回复模板，最后人工把关调整一下细节就可以了。
