我现在只有一张Amex的卡，开了不到一年，最近想新开一张，但是尝试申请的时候会收到下面这个提示，
you are not eligible to receive the welcome offer, intro APRs, and intro plan fees.
Intro APRs and intro plan fees我理解，为什么welcome offer也会not eligible?
