我是从瑞航LX官网买的联程票，从美国离境的航班代码是UA9715，实际运营是LX15。
UA允许两件行李额，LX只允许一件。
LX官网有提到DOT的要求：
“Pursuant to the customer protection law by the US Department of Transportation, on itineraries involving multiple carriers, the baggage allowances and fees of the first carrier on interline flights or the first marketing carrier on codeshare flights will apply to all subsequent flights in the itinerary.”
我的first carrier是LX，但是first marketing carrier是UA。这种情况下我应该有几件行李额？有人知道这条具体的DOT regulation在哪里能查到吗？

“For passengers whose ultimate ticketed origin or destination is a U.S. point, U.S. and foreign carriers must apply the baggage allowances and fees that apply at the beginning of a passenger’s itinerary throughout his or her entire itinerary. In the case of code-share flights that form part of an itinerary whose ultimate ticketed origin or destination is a U.S. point, U.S. and foreign carriers must apply the baggage allowances and fees of the marketing carrier throughout the itinerary to the extent that they differ from those of any operating carrier.”
所以我应该能带两件行李？
Update:
JFK地勤最终还是只让我托运一件行李。check-in counter加第二件行李是$100，我当场打电话给客服从客服那里买第二件行李就只要$85，也可以在网页上购买。
我把我的情况反映给US DOT了，期待他们的答复
