一定要是美国国籍吗，还是绿卡就可以，还是RA就可以？
Who is a California resident?
A student is considered a resident for admission purposes if he or she can answer yes to any of the following questions:
Have you attended high school in California for at least three years during grades 9-12 and will graduate or have graduated from a California high school?
Have you lived in California for the last 12 months?
If you’re under 18, does your parent or legal guardian live in California?
Is your parent, legal guardian, spouse or registered domestic partner an employee of the University of California or a UC-affiliated national laboratory?
Non-immigrants (students on a foreign/non-immigrant visa) are not eligible for California resident status for admission purposes.

首先，必须是公立学校
其次，必须是绿卡或公民，而且还得是resident。对resident的定义每个州不同，有的州是必须得住满一年有的不用。
有的地方国际学生如果有奖学金也算州内学费
楼上已经说了各个州的定义不一样，绿卡和公民也要满足其他要求才能算。仅仅是tax purpose的resident alien也不一定，要看签证，有些州有些签证类型如果满足其他要求可以算in state tuition（但F1和H1b通常不行，因为是temporary的身份）。学校一般有专门决定residency和处理申诉的办公室，会从你的申请材料来判断，或者如果入学时是F1，之后身份变换了想换成州内学费也得通过这个office申请。问坛友不如google一下学校（或者想去的学校）的政策。

美籍外州学生去UC读了一年后算是州内了吗

不一定要绿卡公民，很多州H1B/H4读书都算州内，因为交税了

身份没问题的话 是在州内住一年 需要租房合同 水电费 收据这种。
要是去别的州就学 也是一样的。
Residency for admission purpose和residency for tuition purposes是不一样的 上面的这个是residency for admission purpose 加州的resident students在录取时候有一些比较优惠的项目可以参加 比如state guarantee 就是你的成绩在一定的标准以上是保证录取的
这个链接里是学费的residency requirement 要求比上面的严格很多 而且明确说明了 If you moved to California primarily to attend the University of California, you are here for educational purposes and may not be eligible for a resident classification for purposes of tuition.

我主要是好奇就问一下
嗯我提供下我知道的情况，然后善意提醒一下其他看到的人，真的要搞清楚还得问学校，不要照网友的说法做人生决定 
挂壁下。是不是能做2个州的in state tuition. 自己本州不用说，可以高中成绩单和毕业证书就可以了。 然后随便找个公立名校多的州，在小孩快上大学前的1年，找个认识且信得过的签个假的租房合同，再顺便把煤气单改成你的名字或者把车牌挂壁在那个州去。这样小孩准备读大学时候是不是就能算2个州的in state了。
