As far as I concerned, 选项里问的 permanent residence 跟你的移民身份无关，只和你的税务身份有关；所以，如果是 RA 就选美国，如果怂就别开。
我对于 “permanent residence” 的理解是：在过去一年/上一个税务年/上一个自然年里居住超过 183 天的国家。
至于这个解读对不对，以及各种 what if 的情况，I don’t know, don’t quote me on that, perform your own due diligence.
