求助，NVC 到底是邮寄材料还是上传材料？

EB2 NIW. Consular Process. 现在case还在NVC. 十几天前提交了DS260。按照Civil Documents
的步骤，我该上传civil document了。可是我翻遍了step 9里面CEAC网站的每个角落都没找到上传文件的地方。发邮件问了NVC，也只给我个复制粘贴的官方回复。但是里面有一行关于邮寄材料的话是加粗的。这是让我邮寄材料的意思吗？

NVC邮件回复我贴在下面：

To Whom it Concerns:

NVC received either a fee payment or mail from you recently. However, we must have all of the following items before we can review your case:

1. Application for Immigrant Visa and Alien Registration (Form DS-260):

   • Complete one of these forms for each person who intends to immigrate.

   • Complete the form online and submit to NVC.

   • Follow the instructions on Online Application (English) or <b>Paso 6:</b><br><br> Complete su Solicitud DS-260.

2. Affidavit of Support (Form I-864) and financial supporting evidence (not required for employment-based petitions):

   • The Petitioner files this form.

   • Follow the instructions on Affidavit of Support (English) or <b>Paso 4:</b><br><br> Declaracion de Apoyo Financiero (Spanish) to complete the form and collect the correct financial evidence.

3. Supporting Civil Documents:

   • For each person who intends to immigrate, submit civil documents, such as birth certificates and marriage certificates.

   • Follow the instructions on Civil Documents (English) or <b>Paso 7:</b><br><br> Documentos Civiles (Spanish) to learn which civil documents to submit.

   • Submit photocopies of these documents. Do not send original certificates.

CEAC网页长这样，没有提交材料的地方。所以我这种情况是默认邮寄吗？

有的，不一定是在step 9。具体是在哪里我忘了。要么就是换个浏览器

楼主搞错了，只有family based的可以使用ceac，其他的EB是需要邮寄给NvC的，你可以查一下NVC邮寄地址。寄到附上所有相关的supporting documents.

这样啊，我真是不知道。多谢了。那个按步骤来的网站上，我每条说明都仔细读了，就看到说do not mail until instructed to do so.所以没搞明白前不敢寄

比如这页说明，黑体说不让寄材料。。。是我看说明的地方不对吗？

看这个网页。具体怎么递交文件到NVC按你收到的email （NVC应该有一系列email给你和你的律师）里的指示为准。你顶楼帖子那个像是模版回复，回复你的人也许并没有弄清楚你case的具体情况。FB和EB递交方式不同已经有几年了，长期发展方向应该是都网站上上传，所以你截图这个网页只剩下这一种方式的说明了。但全部在网站上传可能还没有完全实现，所以具体还是看你收到的email里的指示。
