土库曼斯坦是中亚五国里最后一个没有松绑入境政策的国家，搞他们签证很困难，还要当地机构的 letter of invitation，所以没啥人去那里。不过他们国会目前在讨论电子签的新政。目前只是讨论阶段，但是这也是该国首次主动提出议题。

The conference also discussed the draft Law of Turkmenistan “On Amendments and Additions to the Law of Turkmenistan “On Migration”. This Law, in accordance with the Constitution and generally recognized norms of international law, regulates relations in the field of migration in Turkmenistan and defines the powers of state bodies of our country.
Active introduction of information technologies into various sectors of the economy, creation of secure infrastructures of information technologies, and increase in the number of digital services are among the priority tasks in national programs. In this regard, information systems for recording, processing and storing information are being created in the State Migration Service of Turkmenistan and are being regularly modernized.
In this regard, the draft law includes rules for issuing an electronic document - an electronic visa - issued in the information system by authorized state bodies of Turkmenistan, which allows foreign citizens and stateless persons to enter Turkmenistan, stay in its territory and depart from Turkmenistan, as well as transit through the territory of Turkmenistan.
On 12 April, the eighth session of the Mejlis of Turkmenistan of the seventh convocation was held. The Parliament approved the following laws and amendments to the existing legislation:
The Law of Turkmenistan “On Amendments and additions to the Law of Turkmenistan “On Migration”. The law includes provisions for the issuance of electronic visas by authorized state bodies in Turkmenistan to foreign citizens and stateless persons.
