确实是这样，这个帖子的标题就是危言耸听，唯恐天下不乱。纯属谣言。
但是里面还有这句话

不确定这里的should是不是等于may或者must，有的时候这些词都是混着用的。感觉具体还得看第三国怎么执行
并不会，visa officer 是按照行政手册，审签证申请。
我理解这句话是针对本国没有美国使馆，必须去表上指定地点的申请人说的？
