背景：P1的H1B，2025年5月份走的pp批准的 （当时P2没有跟着转H4其实现在看来是有点失策的，因为政策天天变化，后面多了拍照延误了很多人的计划）。后面P2在25年12月份还回国美滋滋过了个圣诞节，26年1月初重新入境。考虑到8月底 STEM OPT就要到期了，这才开始准备申请H4 COS/ H4 EAD。
另外强烈建议大家H1B，H4 COS，H4 EAD一起寄，据我的观察，蹭不到pp的case才是寥寥无几。如果实在是要后面 H4 COS，H4 EAD 再一起file，希望下面的内容能对你有帮助。题外话是只单独寄H4 EAD也会很慢，H4 EAD alone的case你的预期要在9-12个月。H4 COS和H4 EAD一起的case，你的预期要在6-9个月。加州中心一般都要比其他中心快。
非常重要的注意事项：一定要在网上下载最新的I-539和I-765表格以及了解各自的paper file费用，并使用G-1450和G-1650 付款，也请自己再仔细查看根据H1B的Receipt Number 寄到哪一个locker box！有时候律师也不靠谱，自己永远是第一责任人，永远要再检查一遍。
所有材料1月底寄出去，2月初receive date，等待期间可以在https://mycaseshub.com/ 查看USCIS批准的进度。通过不断刷小红书可知，找 senator 和 congressman 的 help with federal agency收效甚微。如果实在很焦虑，可以尝试打USCIS电话对接真人，call 800-375-5283 去做expedite request，但基本上也是没什么效果的，建议打之前先去看下uscis Expedite Requests | USCIS 的基本要求。已经被很多dp证实的是 只有发 premium processing (pp) emails 才是最有效的方式，但几乎只有加州中心的回复最积极。怎么看你的pp unit，主要是看你的receipt的前三个字母，幸运的P2是WAC开头，所以实际处理的是加州中心。如果是其他center，没办法也许只能死马当活马医。

为什么没有一开始就发pp email? 一是还有半年的时间，因为根据2025年年初的dp，基本也就是4，5个月就批了，所以就先等等看，静观其变；二是 H1B的 approved的时间是 2025年5-6月，所以2026年 5-6月发pp email，有打个时间蒙太奇的心思。
时间线：所有材料1月底寄出去，2月初receive date；6月初发 pp email，两周后收到pp email回复：We have forwarded your inquiry 这一步极其关键，直接对接到能批你case的officer；pp email回复后过1-2工作日，先是 EAD case 显示card being produced，紧接着 两个case 都被approve。
关于EAD的photo RFE：大量的dp都显示因为新政策，会收到USCIS寄来的拍照通知；P2的case或许是因为26年才入了境（24年底办过签证），又或者是蒙太奇策略奏效，我也不得而知了。但请大家做好要去ASC拍照的心理准备，没有拍照就当个bonus。一个小tip是H4 被批准后就可以天天找Emma问预约拍照的时间，据大量dp显示uscis一般会在周五统一预约一波，问到时间地点后就可以自己reschedule更近的时间去拍照了，如论坛里也有个蹭到pp的拍照dp： 【制卡了】分享一个热乎的H-4/EAD蹭pp时间线DP

后面这一段再写下你想加速的原因，不要写 什么 financial loss，因为H4的 financial 是H1B负责的。更建议写点 expedite request 其他三条理由：
- Emergencies or urgent humanitarian situations;
- Nonprofit organization (as designated by the Internal Revenue Service (IRS)) whose request is in furtherance of the cultural or social interests of the United States;
- Government interests, including cases identified by the government as urgent because they involve the public interest, public safety, national interest, or national security interests; and
Please let me know if any additional information is required for USCIS to process these applications under Premium Processing or to consider expedited adjudication.
